Universities are the key period about physical and mental development of students, and the last stage of joining into work in the society, so the universities are regarded as cradle of cultivating professional talents as well as processing factory to transport products of manpower. Facing to 21 century, higher education in China is changing dramatically, which has epoch-making significance. Cultivating the talents developing in a all-round way, which characterized by possessing competitive consciousness and opening up consciousness, will be the direction of development of higher college.
