摘要
冷战结束后,日本不断企图通过修完等合法途径谋求并在一定程度上实现了行使“集体自卫权”。日本的这一动向与其自身的安全战略转型、日美同盟的巩固及日本自卫队国际合作的需要紧密相联,折射出日本寻求与美国联合作战权,并逐步实现军事大国的目标。日本行使“集体自卫权”,必将对日本的战略走向、东北亚地区的和平与稳定以及国际格局的变化与调整带来深远影响。
Since the end of the Cold War, Japan has tried ceaselessly to seek for and has finally succeeded, to a certain extent, in exercising 'the right of collective defense' through constitutional amendments and other legal means. Japan’s tendency has been closely connected with the transformation of its own security strategy, and the need for consolidating military alliance with the U.S. and conducting international cooperation by Japan’s Self-defense Forces. All this revealed Japan’s pursuance of the right to conduct joint operations with the U.S. and its goal to gradually become a military power. Japan’s exercise of 'the right of collective defense' will certainly have farreaching effect on Japan’s strategic alignment, peace and stability in North-east Asia and the changes and readjustments in world setup.
