大汶河流域水资源循环利用模式及对策

Modes and countermeasures for cyclic utilization of water resources in Dawen River basin

依据多年实地调查资料,在对大汶河流域水资源承载能力研究的基础上,构建了以生态农业和环保产业为主导,以节水型社会建设为保障,以社会、经济、资源和生态环境协调发展为目标的大汶河流域水资源循环利用模式,并从开源节流、污染防控、水土保持和生态环境修复、水资源开发利用管理及投入运行机制与水价体系等方面提出了相关的实施对策,旨在为提高流域水资源承载能力,实现水资源可持续利用和社会、经济、资源、生态环境的协调发展提供科学依据。

Based on the years' field data and the studies on the bearing capacity of water resources in Dawen River basin,a mode for the cyclic utilization of water resources in Dawen River basin was established,that is,the dominance of the ecological agriculture and environmental protection industry,the guarantee of the establishment of the water-saving society,and the goal of the coordinate development of society,economy,resources and ecological environment.The corresponding countermeasures were put forward from various aspects: the increase of income and the decrease of expenditure,the pollution prevention and control,the water and soil conservation,the restoration of ecological environment,the water resources management,investment and operating mechanism and the water price system,etc.So that it could provide certain scientific basis for the improvement of the bearing capacity and the realization of the sustainable utilization of water resources and the coordinate development of society,economy,resources and ecological environment in Dawen River basin.
