Supervision of state-owned productive assets of water resources enterprises

通过分析黄河水利委员会下属企业在管理体制和经营管理等方面存在的问题,结合水利管理体制改革后企业发展面临的新形势,提出加强黄河水利委员会国有经营性资产监管的具体措施:充分发挥黄委经济管理部门的职能,引导企业利用产权手段管理企业,进行资产重组,实行产权多元化等,以确保国有经营性资产的保值、增值。

Many problems in the management system and operation of enterprises of Yellow River Water Resources Commission were analyzed.Combined with the new circumstances of the enterprises after the reform of water management system,concrete measures to strengthen the supervision of state-owned productive assets of Yellow River Water Resources Commission were proposed: to give full play of the function of economic management departments of Yellow River Water Resource Commission,to guide enterprises to manage themselves by means of property right,reorganize assets,and implement diversified ownership,etc.so as to ensure the value and multiplication of the state-owned productive assets.
