河南省群库灌区农业水权转让实证研究

Demonstration studies on paid transfers of agricultural water right of Qunku Irrigation Area in Henan Province

在阐述我国农业用水权转让必要性及存在问题的基础上,以河南省群库灌区向中洲铝厂用水权有偿转让的方案为例,分析了用水权转让价格及其测算依据、转让年限以及用水权转让对灌区社会经济的影响,提出了农业用水权有偿转让过程中灌区管理部门和农民的合法权益保护对策。

The necessity and problems of the paid transfers of agricultural water right in China were analyzed.Based on a engineering case,the paid transfers of water right of Zhongzhou Brance of China Aluminium Co.,Ltd.for Qunku Irrigation Area in Henan Province,the price,basis,period of the paid transfers of water right as well as the influence on the society and economy were studied.The relevant countermeasures were put forward for protecting the legal rights and interests of management units and farmers in the irrigation areas during the transfer of the agricultural water right.
