论述了影响因子及其IF值的影响因素,分析了诸多因素对影响因子的影响,进而认为在对科技期刊评价中应该科学使用影响因子与科技期刊评价系统中提供的各项硬性学术计量指标。

This paper discusses the impact factors of science and technology periodical. Through objectively analyzing the affects to the value of impact factors in different kinds of periodicals, different subjects, calculate formula, publish delaying, author forge on the quotation, editor forge on the quotation, the different language and variablity, it shows that we must use the impact factors and various estimate indexes scientifically in the assessment system of science and technology periodical.
