This paper presents the implementation plan on constructing a provincial level physics experiment teaching center at Nanyang Normal Institute. By focusing on the reform of the experiment teaching system, teaching method and means, as well as the improvement of the management system and other measures, our plan makes a concentrated display of the base of creative talents cultivation with normal institute education characteristics.
