论公民旅游的民生特征

On the "Well-being" Characteristics of Citizens' Travel

民生的内涵具有"基本生存保障"、"社会融入"和"生活质量提升"三个层次,与经典的"生存.关系.成长理论"中所分析的公民需求三层次具有对应的关系。旅游作为独特的社会行为,既是民生的现实依据,也是民生的重要组成部分,可以说,旅游业就是民生产业。政府需要认真对待旅游民生需求,从维护旅游产业地位、促进投资、引导消费、规范市场秩序的角度,引领公民旅游的健康发展,促进民生事业的建设。

The connotation of well-being consists of ＂guarantee of basic subsistence＂, ＂blending into the society＂ and ＂upgrade of living quality＂ and has corresponding relationship with the requirements of the citizens analyzed in the classical theory of ＂subsistence, relation and growth＂. ＂Tourism ＂, as a unique social behavior, is not only the basis of people＇s well-being but also an important component part of well-being. We might as well say that tourism industry is a well- being industry. The government should treat people＇ s demands earnestly, lead the healthy development of citizens＇ travel and promote the building of well-being cause by increasing investment, guiding consumption and standarizing market order.
