Comparison of the Public Participation Systems in the Environmental Impact Assessment of China and Foreign Countries

对环境影响评价公众参与制度的产生、发展进行了回顾,阐述了不同国家环境影响评价中的公众参与内容,将我国与发达国家的公众参与制度进行了对比,指出了我国与以美国为代表的发达国家的公众参与制度在评价范围、公众主体、政府介入以及评价阶段等方面的区别。

This paper reviews the generation and development of the public participation system in the environmental impact assessment, expounds the contents of the public participation in different countries, makes the comparison of the public participation systems in China and some developed counties represented by the United States, and points out some differences of the public participation systems of China and foreign countries in aspects of the assessment scope, public subject, government intervention, and assessment stages, etc.
