本文首先对技术开发及其形式进行了探讨,认为广义的技术开发是指技术的研究与发展,即它可分为基础性开发、应用性开发和发展性开发三种形式;狭义的技术开发则是指技术创新。此外,本文还从一体化、国际化、连续性与阶段性、开发经费和时间的差异性、以及风险性等方面阐述了技术开发的战略特点。最后,本文从技术发生源和吸收源的角度探讨了技术开发和技术转移的关系。

At first this paper discusses the forms of the research & development of technology both broad and narrow senses. Besides author expounds the characteristics of the research & development of technology in various ways. At last this paper discusses the relation of the research & development and the transfer of technology.
