Effective Management of S&T Resources

从科技资源有效配置角度,探讨了科技管理体制与机制的决定性作用。讨论物质和信息资源有效管理密切相关的政策法规、管理体系与运行机制以及投入责任与绩效管理等关键性问题。针对当前国家科技基础条件平台建设提出相关建议。

From perspective of effective allocation of S ＆T resources, this paper approaches the decisive role of S＆T management system and mechanism, discusses some key problems, such as policy and regulation which closely related with effective management of material and information resources, management system and operational mechanism, input responsibility and achievement management, etc. puts forward some corresponding proposals in line with current national S ＆T infrastructure platform construction.
