我国科研机构运行机制的变化

Change and Imperfections of Operating Machanism of STS in China

拨款制度改革和实行技术成果商品化是科技体制改革的两个最主要的环节。前者促进了科技运行机制的根本转变,后者推动了技术市场的莛勃发展。目前,我国研究与开发机构正在按照既定的目标促进科技经济一体化发展,为了更好地适应我国经济建设的需要,科技工作的新的运行机制的巩固和完善,今后应着重从建立科技金融投资体系,创造促进“有效需求”的社会环境,制定新型人才管理制度等方面努力。

The reformation of the system of finacial allocation and implemention the commercialization of technology are the most two links, the first promote transform of operating machanism of S&T,the latter puch the devolopment of the market of technology forward. STS in China are accelerating the combination of S&T and economy according to set objective. In order to smit the need of economic constraction in China, strengthen and imperfection of new operating mechanism of S&T should make great efforts: to build financial invest system of S&T; to construct to the social environment to promote effective need; to design the new management human affairs system.
