自然保护区自然资本评估框架构建

Developing an evaluation framework on natural capital of nature reserve

为满足自然保护区事业发展中对自然资本评估的需求,界定了自然资本和自然资本衍生品的概念,提出了自然保护区自然资本评估的概念框架,构建了由资本效益评估和资本经营评估两部分构成的自然保护区自然资本评估范式。资本效益评估部分包括资本定价评估、资本品质评估、衍生能力评估和情景预测评估;资本经营评估部分包括资本投资评估、规划变更评估和股权投资评估。自然保护区自然资本评估范式能够满足不同利益相关方对自然保护区价值、经济效益、生态补偿、征占补偿和投资可行性分析等的需求。

This paper defines the concepts of natural capital and derivatives of natural capital, elaborates the conceptual framework of evaluation on natural capital, and constructs the two models of evaluation on capital benefit and capital management for nature reserve （NR）. Nature capital evaluation includes assessment on capital pricing, capital character, capital derivatives and capital scenarios. Natural capital management focuses on capital investment, changing of original planning and ownership. The natural capital evaluation model of NR meets the different stockholders＇ demands on evaluation, cost and benefit analysis, ecological compensation calculation, repayment for land occupation and feasibility on investment.
