对互联网移动通信协议进行了探讨；分析了现有的ＤＨＣＰ协议与Ｍｏｂｉｌｅ－ＩＰ协议的不足；提出了一种新的移动通信协议———ＶＩＰ协议。详细阐述了ＶＩＰ协议在各种情况下的通信过程及各种信息包头的格式设计；总结了ＶＩＰ协议的特点及它与ＩＰ协议的兼容性；从理论上证实了ＶＩＰ协议不失为实用性强且有很大发展前景的移动通信协议。

This paper probed into the mobile protocol of internet.It analyzed the shortcomings of both DHCP protocol and Mobile-IP protocol that are already in use and suggested a whole new mobile protocol-VIP protocol.This paper stated the communication process of the new protocol under every king of the condition and the header formats of all kinds of the message packages.The VIP protocol's characters and the capability with the IP protocol are also concluded.It is turned out theoretically that VIP protocol is practicable and developable.
