摘要 在综合考虑流域各地区社会、政治、经济和环境等多种因素的基础上,根据流域初始水权分配相关研究成果,提出了流域初始水权分配的指导思想和基本原则,建立了流域初始水权分配的指标体系,并利用模糊优选法计算指标相对优属度,通过TOPSIS法确定各地区水权分配比例及其分配量.算例分析结果表明,这一指标体系体现了初始水权分配的公平性和效率性,可以较好地反映国家对流域生态环境和流域可持续发展问题的重视程度. Based on comprehensive consideration of social, political, economical and environmental factors, the guiding ideology and basic principles of initial water rights allocation for basins according to relevant research are put forward. An index system for initial water rights allocation for basins was established. The relative membership degree of the indices was calculated using of the fuzzy optimization method, and the allocation ratio and amount of the initial water rights for various regions were determined with the TOPSIS method. The results of case studies show that the index system facilitates fairness and efficiency in initial water rights allocation, and it can shift national recognition towards the ecological environment and sustainable development of basins.
