浙江省农村水电站更新改造运作机制体系的构建与研究

Building and Research of Operating Structure of Renovation and Reconstruction of Rural Hydropower Station in Zhejiang Province

采用经济机制设计理论对浙江省农村水电站更新改造的方法进行了理论化和系统化提升,形成了浙江省农村水电站更新改造的运作机制体系。该体系以行业管理机制为基础、产权制度改革机制为核心、三大补偿机制为内外兼容、外部激励机制为激励、技术创新机制为保障形成一个完整的体系结构。实践结果表明,该结构为一个开放和发展的体系结构,必将在应用中不断得到充实和发展。

We had investigated, analyzed and researched the problem of operating structure of renovation and reconstruction of rural hydropower station in Zhejiang Province into grass roots, and summed up and improved the management practices of Rural Hydropower Station upgrading in Zhejiang Province by economic mechanism designing theory and constructed system formwork. This system consists of the basis mechanisms of industry management,the core mechanisms of property rights reform, the ＇ three-compatible compensation mechanism＇, the external incentive mechanism, the technological innovation mechanism. It is a complete and opening framework,and will continue to be innovated, upgraded and developed.
