On Government Directly Provites Public Goods Efficiency Under Different Budget Constraints

与私人供给公共物品的问题是容易产生不足不同,政府供给公共物品的问题主要是低效率的问题。通过与萨谬尔森条件比较,发现在经济人政府假设下软预算约束时政府提供公共物品过多;在硬预算约束时政府提供公共物品过少;在效率问题上公共物品供给出现浪费或不足。

Contrary to the problem of the insufficiency of private provision public goods, the government provides public goods is mainly an efficiency problem. Under economic man assumptions, compares with the Samuelson condition, it is found out that in soft budget constraints situation, the government provides too much public goods while on hard budget constraints, it provides small public goods.
