摘要
食品安全关系到民众的健康,食品安全事件的密集出现需要我们重新反思食品安全政策。我国食品安全政策从2001年始历经几次变迁,食品安全政策不是在市场失灵和政府失灵之间的选择,实际上是相关制度安排的选择,它是政府界定食品生产企业和消费者选择集的制度安排。由于人们偏好变化引起制度变迁推动了食品安全政策的变迁,食品安全政策重新配置了消费者和食品生产企业的选择机会。食品安全政策的分析建立在社会福利函数的基础上,以及辨别清楚政策工具和政策手段。
Food safety relates public healthy, food safety policy has changed several times since 2001, because of the eruption of food safety incidents, and we need reflect food safety policy. Food safety policy is not selected between market failure and government failure, but it chooses institution arrangements for all concerned which defines the choose selection set of consumers and food manufactures. It is propelled by institution change induced by people's preference; it allocates the chance of consumer and food enterprise once more. The analysis of food safety policy is established on the basis of social welfare function; moreover, we should distinguish the policy goal and policy instruments.
