转变环境管理方式,合理引入市场机制,是新时期建设环境友好型社会对生态环境管理体制的创新需求。建立健全环境资源权益的市场交易机制,将环境资源的所有价值都体现在社会生产活动的环境成本之中,促进环境管理政策与措施的落实,有利于加快推进我国环境友好型社会的建设。
It is necessary establish and improve the trading market of the rights of environmental resources in the new era building environment-friendly society. To meet the need of innovation of ecological environmental management system, administrative means of the development and utilization of eco-environmental resources must be reform. The environmental cost of social production activities includes all value of the environmental resources. The prices of environmental resources generated through the market mechanism will promote and implement the policies and measures on environmental management.
