交易成本视角下农村土地流转政策变迁分析

Analysis on Changes of Rural Land Circulation Policies from the Transaction Cost Angle

通过考察交易成本横向及纵向的变化,分析农村土地流转的制度变迁。结果表明,在纵向维度,农村土地流转需求环节和家庭联产责任制度实施的环节中的交易成本较大,促使农村土地流转政策经历了"不禁止—承认—鼓励"变迁,开辟了"制度变革范式"促进农业发展的第二道路;在横向维度,现阶段土地流转政策的交易成本结构变化,带来了一系列战略挑战。在分析这些交易成本变化的基础上总结出"列车模型",并提出了相应的政策建议。

The changes of rural land circulation system were analyzed by investigating the horizontal and vertical change of transaction costs. The results showed that in the vertical dimension, because the transaction costs in links of rural land circulation demand and the household contract responsibility system implementation was relatively great, it promotes the changes of rural land circulation policies from non-prohibition to recognition to encouragement and the new system transformation model promotes the second path for agricultural development, and that in the horizontal dimension, the structural change of transaction cost structure in current land circulation policy has brought a series of strategic challenge. The paper summarizes the train model by analyzing the change of transaction cost of rural land circulation system and puts forward the relevant policy proposal.
