The Clear Thought in A Dark Society——Hai Rui's Thoughts in Reformation in the Ministry of Personnel in "The Political Affairs of Chun'an"

基于明王朝政治腐败、经济凋敝,自身生活境遇、所受教育等状况,海瑞在淳安就任四年期间,推行了"反奢华之风"、"除贿赂之例"、"正官员之职"等方面的"吏部兴革"。但因海瑞极端的清廉和爱民,极大地牺牲了官员们的利益,虽然在一定程度上使淳安"百废俱兴",却无法从根本上消除官场上的各种腐败现象。

Because of the political corruption and economic depression in Ming Dynasty, and the living condition and education of Hai Rui himself, he practiced the reformation in the Ministry of Personnel during the period when he had been the mayor of Chun-an for four years. Many rules such as ＂anti-luxury＂, ＂getting rid of bribery＂ and ＂setting officials＇ post＂ were carried out. However, the benefit of officeholders was enormously sacrificed owing to Hai Rui＇s extreme incor- ruption and loving the people. Though, full-scale of construction in Chun-an was under way to some extent, all kinds of malversation in the official circles couldn＇t be totally banished.
