根据科技竞争力概念和内涵来确定评测指标体系的构成要素,建立了评测指标体系,并利用因子分析方法对西部各省科技竞争力进行了横向及纵向评测,在此基础上提出了相关的政策建议。

This paper confirms the elements of evaluation index system according to the definition and connotation of the scientific ＆ technology competence and founds that system. And this paper conducted a horizontal and vertical evaluation on the competitiveness of the western provinces using the factor analysis method, on the basis , relevant policy recommendations have been put forward.
