面对严峻的金融危机的形势,抓住国家加大铁路建设力度的机遇,围绕包钢如何创新增产钢轨的生产组方案,运用约束理论找出了制约增产的"瓶径"因素,并逐一解决,使钢轨产能大幅攀升,取得了极大的经济效益和很好的社会效益。

To face the serious financial crisis and to seize the opporunity that the nmion strengthens the railway construction,it is very important to provide a novel solution to increase production capacity of the steel-rail in Baogang Group. Therefore, a series of organization optimization and management innovation are proposed, in which bottlenecks of the production capacity are identified and solved one by one with the theory of constraints（TOC）. As a result, the production capacity of steel-rail increased in a large scale which brought great economic and social benefits to Baogang Group.
