Setting the Concept of Advance with Times, Boosting the New Progress in Sustainable Development of Higher Educational Institutions--On the Connotation, Features and Tasks in the Construction of the Basic Schooling Group in the New Times

随着我国高校办学背景从计划经济向市场经济的转变，从教育事业单一发展向教育事业与教育服务业协调发展的转变，学历教育与非学历教育的非均衡发展向均衡发展的转变，关门办教育向校企合作、国际合作的开放式办学转变，我国办学基本团队的成分构成，素质要求也随之发生巨大变化。要应对这种变化，建设好高校基本办学团队。

With the transition from planning economy to marketing economy of higher school background, from the linear development of education to the corresponding development of education and service, from the unbalanced to the balanced development of the education with record of formal schooling and Non-Award,from closed education to co-operation of eoUege and enterprise and international co-operation, the formation of the basic schooling group and the quality requirement are changing greatly. To face with the change, we need to construct the basic schooling group in higher educational institutions.
