政府作为整个社会组织中最具权威的公共机构,其存在就是为了管理公共事务,为社会提供福利服务。社会福利社会化的逻辑误差在于不加区分地片面社会化而违背了中国社会主义市场经济体制构建中的人民共建共享改革发展成果的最终目的,因此不可因为目前市场化过程中出现的一些社会福利问题而强化社会福利社会化。政府道义责任是中国社会福利理念嬗变的价值底线,在市场化的深化改革中国家责任主体地位仍然必须加以确认。

Government,the most authoritative social organization,is to manage public affairs,provide welfare services for the community. The logic mistake of Socialization for social welfare is that it violated the ultimate goal of all the people sharing the fruits of reform and development in China's socialist market economy. Therefore,we can not strengthen the socialization of social welfare because of some social welfare issues in the process of market. Moral obligation of the Government is the value bottom line of the concept evolution for China's social welfare. The state dominant position of responsibility must still be confirmed in-depth reform of market-oriented.
