引入健康管理元素,完善我国公共卫生体系建设

Introducing Health Management and Improving Public Health System in China

健康管理在国外发展的时间较短,在我国尚未形成独立的学科。从其意义、功能以及起源看,健康管理与公共卫生存在紧密联系,尤其是健康管理所倡导的健康维护和健康促进理念,与以预防和控制疾病、提高人民健康水平为核心的公共卫生体系建设目标不谋而合。2003年以来,我国形成了以疾病预防控制和卫生监督为核心的公共卫生体系,对传染病、流行病防治产生了积极作用,但在实际运行中,也暴露出职能发挥不够充分、人员队伍不够稳定等问题。本文结合我国医疗卫生体制改革的大背景,探讨在疾病预防和控制体系中,从功能定位、疾控网点建设、服务项目设计三个方面引入健康管理元素,以期更好的完善我国公共卫生体系建设。

Health management only has a short development as an academic subject in foreign country, it hasn＇t become an independent professional field in China. From the views of the significance, function, and origin, health management has close relationship with public health, especially, the health maintenance and promotion advocated by health management are also the core targets of public health system, i. e. , prevention and control of disease, improving people＇s health. Since 2003, the public health system has been formed in China based on the disease control/prevention and health inspection institutions, which has played active role in the prevention and control of communicable disease, but there are also some problems exiting, i. e. , non-fully use of the system and loss of professional personnel. Based on the health reform and improvement of public health system in China, this paper summaries the introducing of health management into public health system from 3 aspects of organization structure, CDC network construction and health service item.
