论高等职业教育类型体系转型的制度安排

On Institutional Support to the System Type Transformation of Higher Vocational Education

构建符合国情的、稳定的、多层次、多类别和开放的高职教育类型体系,是基于现实存在的合理内核和发展要求:需要从政策上保障高职教育类型结构的自主性;明确高职教育合理的层次结构;构建"双线制"高职教育与普通高等教育平行发展体系;加强高职教育与其他教育类型的衔接和沟通。

At present, the higher vocational education in China is in a period, which a type structure forms gradually. There appears the co-existence of balances and conflicts. This is also a process of division, conflicts, adaptation and integration. Guided by the scientific outlook on development, building a higher vocational education system which is stable, open, multilevel, multi-class, and in accordance with the situation of our country, is based on the reasonable essence of reality existence and development need. The paper proposes to protect the independence of the type structure of higher vocational education by some policies and further clarifies the reasonable hierarchical structure. A ＂dual system＂ of higher vocational education in parallel with the development of regular higher education should be built. The linking and communication with other types of education should be strengthened.
