北宋真、仁时期甘青藏区的民族法规初探

The Initial Exploration on Lawful Regulations for Nationalities in Gausu,Qinghai Tibetan Area during Zhenzong,Renzong Period of North Song Dynasty

宋真宗、仁宗时期,为了对抗辽、夏,北宋竭力经营甘青藏区吐蕃诸部,与恩信稳边、"联蕃制夏"的边地民族基本政策相适应,在法律上,政府制定了许多针对甘青藏区蕃部诸族的民族法律规范,内容涉及行政、经济和社会文化的各个方面。此法律规范对当时民族地区社会稳定起到了应有的历史作用。

During the period of Zhenzong, Renzong of north Song dynasty, the government tried to balance the relationship among Tufan tribes living in Gansu, Qinghai Tibetan area in order to fight a- gainst Liao and Xia.. The policy applied in this area was compatible to the previous policy of ＂uniting Tufan tribes to wage Xia＂ used by Enxin. In terms of law, the government formulated great number of lawful regulations concerning administration, economy and social cultures for Gansu, Qinghai Ti- betan tribes. These lawful regulations played the due role in stabilizing the minority area.
