Theoretical Basis and Empirical Tests of the Rational Analysis of Policy Instruments Selection

政策工具选择理性分析的依据在于遵循"理性主义"模型,前提在于对政策工具进行适当的分类,采取的方法其一是对政策工具的内在特征、适用条件进行考量;其二是运用一定的标准对政策工具的绩效进行评估。该理论基础的合理性为2003年至2008年我国房地产宏观调控政策的实践所证明。

The basis of rational analysis of policy instruments selection lies in rationalism model. The premise of rational analysis is classifying policy instruments properly. And there are some approaches of rational analysis： the first is considering inherent features and applicable conditions of policy instruments and the second is applying certain criteria to evaluate performance of policy instruments. The rationality of the theoretical basis was proved by China＇ s Policy of Macro Control of Real Estate from 2003 to 2008.
