土地资源配置中政府规划干预政策的制度缺陷与优化

Institutional Limitation and Optimization of Governmental Planning Policy in Land Resource Allocation

经济转型期,我国土地市场发育不完善,完全的市场化配置会导致土地资源配置效率的低下;政府利用规划手段进行管制则可以在一定程度上抑制市场失灵带来的资源配置低效率问题。然而,由于信息的不完全、调控市场能力的有限性,政府在资源配置中也会发生失灵。在分析规划干预政策制度缺陷的基础上,从规划指标设置、鼓励指标地区间调剂、允许公众参与等方面提出相应的制度优化建议,以期提高政府规划干预政策的绩效,优化土地资源的配置效率。

With the rapid development of economy, more and more land is needed. However, because of the public property of land, complete market measure will lead to more transfer of agricultural land to non-agricultural land. So, it is necessary for government to take measures. Because of the limitation of information, failures often occur in governmental allocation of the resources. This paper analyzes the market failure and government failure on the basis of economic theory, and put forward some counter-measures from the perspectives of land planning index choice, the flow of index and the public participation so as to promote the effort of land planning policy and the efficiency of land allocation.
