摘要
由于奉行"经济本位"的职能理念、职能激励和约束机制的经济色彩过于浓厚等原因,民族自治地方政府的社会管理职能存在着突出的结构性问题。解决这些结构性问题,实现民族自治地方政府社会管理职能结构的优化,还有赖于树立人本主义的职能理念、构建人本主义的职能激励和约束机制、转变职能思路等职能途径的努力。
The local government＇s social management function has outstanding structural problems in national autonomous areas because the function idea of following ＂economic standard＂ and economic color with mechanism of function driving and restraint is strong. Solving these structural problems, realizing the optimization of local government＇s social management function structure, still hang on efforts of function routes such as establishing humanism function idea, constructing humanism mechanism of function driving and restraint, converting function thought, and so on.
