生产力的发展、家庭联产承包责任制和社会主义市场经济体制的完善、城市化进程是土地流转的动力。同时,集体土地产权关系不清晰、土地流转相关法律不完善、落后的社会保障体系、政府职能的错位、中介组织不够健全、信息流通不畅等因素也在制约着当前土地流转的进一步推进。
