煤矿采空塌陷成因条件及政府对策选择

Study on Land Sinking Caused by Coal Exploitation and the Government's Policy

一般认为，煤矿采空塌陷成因条件可以从煤炭资源的赋存条件及开采的人为条件来考虑。本文在此前提下通过对其各成因条件进行深入研究，提出：必须加强对煤炭企业的外部行为进行约束。而双决企业的外部行为，政府的作用是关键。政府必须依据其职能来对企业进行各方面的控制，以减少塌陷造成的土地破坏，从而为采煤区经济的可持续发展创造条件。

Coal mine land sinking refers to the land sinking with ground/phreatic water leak caused by coaf exploitation and its causes are storing condition and exploitation condition This paper,based on the study about the causes. proposed that the coal mine corporation's production should be strictly regulated and this can only be achleved by the govemment's involvement. Thus, frequency of coal mine land sinking could be lessened and sustainable development of coal area's economy could be achieved.
