Three Priority"for Integrated Water-Control

我国水资源匮乏，旱涝灾害严重。如何有效治水？值得深入探讨。本文提出：坚持以蓄为主，小型为主，群众兴办为主的“三主”方针，开展水利建设，能缓解水资源短缺，减少旱涝灾害，激发群众治水积极性，以发展经济，改善民生活水平。

This paper, based on the data collected in the past 30years, proposed that the ' three priority' policy, that is giving priority to sluice. minitype, and mass setting up, for water conservancy construction. had been proved to be effective in relieving water resource shortage, reducing drought and waterlog, inspiring people's enthusiasm for water-control.
