摘要
基于Panel Data模型,文章对1997-2006年省级教育支出进行了实证分析。得出的结论是,教育支出在地区之间存在巨大差异,地方政府财政支出对教育支出具有正向的影响。政府部门应该在明确各级政府的教育投入职责的基础上,完善转移支付制度,并着力解决弱势群体的教育投入,实现社会公平。
This paper made an empirical analysis on provincial education expenditure from 1997 to 2006 based on panel data model. The conclusion showed that education expenditure differed a lot among provinces, and local government fiscal expenditure had positive effect on education expenditure. Suggestions for government were listed below： clearly define responsibilities for governments at all levels; perfect transfer payment system; increase education inputs for the vulnerable groups and promote social fairness.
