摘要
近来,中国住宅市场价格由高峰下降到低谷。理论界与实务界对政府是否应干预住宅市场以及如何干预存在不同观点,有"抑市"、"救市"之争。通过对住宅市场的竞争结构等方面的分析,得出结论:中国的住宅市场是区域性寡头垄断型市场,住宅产品供给需求结构失衡,存在信息不充分等市场失灵现象。面对市场机制的缺陷,政府应积极发挥其规制机制的作用。但政府干预住宅市场仅是对市场的补充,是活跃低迷的楼市,不是救高房价。
The housing price has fallen from the top down to the bottom in resent period. There are debates between the academic circles and the practical circles concerning whether and how the government should intervene the housing market, especially about "to restrain market" or"to save market". The paper analyzed the housing market from aspects such as competition structure and came to a conclusion: Chinese housing market is a regional oligopolistic market, with defects such as market failures of unequilibrium and insu^- cient information. To remedy the defets,the government should play a more active role in regulating the market. But the intervention of the government can only be used to supplement the market, not to raise the price, but to enliven the declining market.
