Problems and Development Countermeasures of Seed Enterprises in State-owned Agricultural Research Institutions

分析了我国国有农业科研单位种子企业存在的体制问题突出,运行机制不畅,人才匮乏,育、繁、推一体化不健全等主要问题,并提出了国有农业科研单位为种子企业发展授权,企业应追求自我完善,解决人才匮乏问题,完善育、繁、推一体化等种子企业的发展对策。

The problems in the seed enterprises in agricultural research institutions are analyzed including the defaults of supervision systems, the shortage of talents, the distempered integration of breeding, and seed propagation and extension, etc. The development countermeasures are put forward including authorizing to seed enterprises by state-owned agricultural research institution, pursuing self-perfection by seed enterprises, solving the problems of the shortage of talents, and perfecting the integration of breeding, seed propagation and extension.
