On Several Relations Concerning Geological Work

地质工作要又好又快发展,需要正确处理以下关系:(1)勘查与开发:要把矿业作为第一产业对待,勘查投入要实行资本化经营,要发展初期勘查公司;(2)公益性与商业性:要发挥两个积极性、做好全国和各省、市、自治区的公益性地质工作,使之真正成为商业性地质工作的先导;(3)国内勘查与国外勘查:要立足国内,开拓国外,掌握一批国外优势矿藏,实现富有矿产的矿产品本地直接销售,紧缺资源回国利用;(4)浅部勘查与深部勘查:国家和地方公益性地质工作主要是做基础性的浅部地质勘查及重要战略性矿产的深部勘查,更多的中深部勘查应以企业为主。同时,还要处理好地质科学与技术、个人与集体、现代技术与传统技术、老区与新区等方面的关系。

Several relations must be handled correctly for being both fast and good development of geological work, as follows: (1) exploration and development: taking mining industry as the primary industry; investment in exploration should be carried out capitalized management; and the initial exploration company should be developed; (2) public and commercial: two initiatives should be given play to; doing a good job in the national and provincial public geological work, and making it truly become a pilot of commercial geological work; (3) domestic and foreign exploration: being based on domestic and exploit overseas; grasping a group of foreign dominating mineral resources, and achieving rich mineral products to the local direct sales and resources in short supply used at home; (4) shallow and deep exploration: national and local public geological work is basically undertaking the shallow geological exploration, as well as the deep exploration for the important strategic minerals; while the more intermediate exploration are taken by the enterprises. In addition, the relations between geological sciences and technology, the individual and the collective, modern technology and traditional technology, old and new area must be handled well.
