On Functioning Mode of a Respondent Governance

回应型政府是一种使回应制度化、体制化的治理模式。与传统的政府运行模式不同,回应型政府服务社会的价值取向,政府与社会平等合作、共同参与的治理结构,电子化与扁平化的政府组织结构,透明、快捷的治理过程,有多元主体参与的、体现责任约束与对结果负责的政府绩效评估,共同构成了其特定的运行模式。

A respondent governance stands for a governance mode which makes response institutionalize and sys- tematize. Distinguished from the traditional government functioning mode, a respondent governance is a specific functioning mode which consists of a new value purpose of serving society, a new governance structure based on mutual cooperation and participation between government and society, an electronic flexible convenient efficient and responsive government organizing structure, a fast transparent governing process, and a new achievement evaluation of the government involved in multi-parts, embodying duty its restriction as well as responsibility for its result.
