人水和谐论——从理念到理论体系

Human-water harmony theory:from idea to theory system

首先简要介绍了人水和谐的概念以及人水和谐治水思想的形成过程;随后从辩证唯物主义哲学思想出发,阐述了人水和谐论的主要理念,认为"人水和谐论是辩证唯物主义哲学思想的具体体现,是人们认识人水关系、解决人水矛盾的根本理论方法";从定性和定量两方面构建了人水和谐论的理论体系框架,并介绍其关键理论点,主要包括人水和谐H-D-H准则、H-D-H三准则四层次指标体系、人水和谐度评价方法(包括五节点隶属函数描述方法、SMI-P评价方法)、基于人水和谐的水资源优化配置、人水和谐博弈理论研究,为进一步应用和发展人水和谐论奠定基础。

The creation process of the concept of human-water harmony and the water-control idea of human-water harmony are introduced herein at first, and then the main ideas of the human-water harmony theory are expatiated from the viewpoint of dialectical materialism. The framework of the system for the human-water harmony theory is quantitatively and qualitatively constructed and the key points of the theory are described, which mainly consists of H - D - H criteria, H - D - H three-criteria and four-level index system for the human-water harmony as well as the relevant methods for estimation on human-water harmony degree. Based on the optimal allocation of water resources for human-water harmony, the study on the human-water harmony game theory can provide a better basis for the further utilization and development of the theory of human-water harmony.
