公务员外语水平状况的调查与思考

2008年12月，国家公务员局发布《公务员培训规定》，其中第七条规定：公务员培训的对象是全体公务员。机关根据公务员工作和职业发展需要安排公务员参加相应的培训。党校、行政学院、干部学院等培训机构承担着培训公务员的任务。在培训内容方面，很多培训机构一直以来并没有把公务员外语作为主要内容，甚至有所忽视。那么，对公务员是否有培训外语的必要？公务员对外语是否有培训需求？如果对上述问题是肯定的话，则在培训方案上应该如何应对？本文拟对上述问题进行回答。
