摘要
结合我国高新科技园区发展的现状和2002-2006年我国10个高新区的相关数据,从产业集聚和循环经济量方面切入,利用DEA模型对我国高新区的全要素生产率水平进行实证分析,得出我国高新区的全要素增长水平高达1.3%,其中技术进步的增长均速优于全国平均水平。同时依据实证结果,以湖南省作为实例分析,结合中央提出有色金属等十大产业振兴规划,得到了利用科技创新建设有色金属产业园区群来实现"新型工业化、新型城市化",以此推动湖南省经济腾飞。
Based on the current situation and relevant statistics of 10 high-tech industrial parks in China, starting from industrial cluster and circular economy, by using DEA Model, this paper makes an empirical analysis on the total factor productivity level of the high-tech industrial parks in China which is higher than the average level in China. As a Case Study of Hunan Province, combined with the Revitalization Planning for such ten industries as non-ferrous metal industry put forward by the central government, we propose to build the non-ferrous metal industrial cluster by utilizing scientific and technological innovation as a specific way to realize "new industrialization and new urbanization" so as to boost economic development in Hunan Province.
