摘要
运用系统论的方法,在3E(经济、能源、环境)系统基础上引入监管子系统,建立电能、环境与监管的复杂系统。阐述了电能、环境与监管各个子系统的特征,分析了各个子系统之间内在协调机制及系统的发展过程。对有效地建立电能、环境与监管这一开放的复杂系统模型并对其进行规划与调控具有参考意义。
A subsystem of regulation was introduced by using the system of electrical energy, environment and regulation was established, and the theory, and a complicated system characteristics of the system were illustrated. The intrinsic coordination mechanism among the subsystems and the developing process of the system were analyzed. This was of great significance to the effective establishment of the open complex system of electric energy, environment and coordination, and to the planning and control of the system.
