摘要
阐述了自然灾害风险的基本概念,分析了孕灾环境、致灾因子、承灾体和灾情4个气象灾害风险因素。提出了气象灾害风险评估和区划的基本思路,并探讨了3种常用风险评价方法的原理和优缺点。
This article states the concept of natural disasters risk, analyses the factors of meteorological disasters risk including disaster- forming environment, disastercausing factors, disaster- bearing objects and disaster situation, projects the clue of risk evaluation and attributions, and recommends the theory, virtues and defects of three common risk evaluation methods.
