Some Preliminary Exploration of UGB Establishment -Management System

城市空间增长边界(UGB)是城市增长管理有效的手段和方法之一。UGB的编制、管理与城市规划存在差异,针对我国UGB研究面临的问题,应结合国情构建UGB编制—管理体系,包括:由上一级政府组织编制UGB、因地制宜的编制UGB、建立UGB编制单位资格准入制、建立UGB专家审批制、明确UGB的实施管理要点和"弹性"UGB的修订等内容。

UGB is one of effective measures and methods of urban growth management. With the problem of the current UGB, We proposed that UGB establishment-management system should be combined with national conditions in China. some suggestions were also proposed： including the compilation from higher lever of government, the establishment of UGB with local conditions, the establishment of UGB qualification for the compilation units, the establishment of UGB expert examination and approval system, the focus points of UGB implementation management, elastic UGB＇s amendment etc..
