摘要有效管理城市空间的增长,遏制城市无序扩张是当前中国城市面临的重大实践难题。通过介绍美国都市增长管理政策的缘起、主要内容及实践成效,系统地总结了美国相关政策的体系构成与运行特征。结合中国城市理性增长管理的实际,提出几点值得我国城市管理者重视的政策启示:应重视增长管理政策的综合性和经济性;重视制定基于地方特征的政策措施;有效遏制地方政府的扩张冲动。 Managing urban growth and preventing urban sprawl is a significant issue in Chinese cities. The origins, content, and implementation of American urban growth management policies is discussed and their systematic operation is analyzed. Chinese city administrators should prevent the expansion of cities by enacting comprehensive economic growth management policies appropriate for their local conditions.
