成都城乡统筹规划编制工作经历了深化研究、构建体系、明确方向、全面推进、政策转化、灾后深化等阶段,是"转变思路、服务管理、引导建设"的实践,更是从"技术编制到制度设计"的探索,在理念上着眼"全局与统筹",兼顾"公平与效率",突出"长远与动态",回归"多元与多样",体现了体制、机制、标准、应用方面的变革。

Urban-rural integrated planning in Chengdu occurred in five phases; research, structural development, progression, policy making, and the post-earthquake period. It is based on the concepts of integration, fairness, and efficiency. It addresses integration from a long-term perspective, recognizing the dynamics and variety of integration, as well as the need for institutional reform and planning standards.
