公民有效参与公共危机管理有利于提高政府公共危机管理能力和效率、提升公众满意度、加强社会对政府工作的监督。政府必须立足现实,分析影响公民有效参与公共危机管理的诸多因素,避免因非制度化的公民参与所带来的消极影响,明确不同危机管理阶段公民参与的重点和任务,建立有效的公民参与保障机制,从而有助于公共危机问题的解决。

Effective citizens＇ participation in goverments＇ management campaign at emergency is of great benefit to advancing the governments＇ management ability towards public affairs at emergency,promoting citizens＇ satisfaction as well as strengthening the force of public supervisions.Goverments must focus on the essentials which greatly influence the quality of citizens＇ participation in goverments＇ management campaign at emergency to avoid certain negative impacts lead by irregular interference of citizens. Goverments should also be clear about the corresponding tasks of citizens＇ at different emergency management stages so as to establish resultful mechanisms of assurance for these citizens and serve for the final solution to the emergency.
