分析了社会弱势群体利益表达组织化程度低、利益表达话语权缺失、表达渠道不畅通的困境及原因,认为通过构建有效的弱势群体利益表达机制,使其能够拥有平等的利益表达权利,自主、理性、合法地进行利益表达,从而由权利均衡走向利益均衡,是促进弱势群体走出困境的一种有效制度安排。

The predicament of vulnerable groups＇ interest expression were analyzed, those are： the low degree of organization, the deficiency of say in interest expression and the block of express channel; as well as the cause of formation. Through building up an effective interest expression mechanism, vulnerable groups can be entitled to the equal expression of interest, and express their interests independently, rationally and lawfully, and further realize the valance of interests via the balance of rights, which is an effective system arrangement for promoting vulnerable groups to resolve their difficulties.
