从应对电网灾变角度探索小水电调度管理

Research on Dispatching and Management of Small-sized Hydropower Plants from the Viewpoint of Handling Power Grid Failure or Serious Damage

加强小水电调度管理是保证电网安全、高效、经济运行的一项重要工作。文中从应对电网灾变角度,提出了小水电调度在调度模式、规范管理、技术措施以及专业人员方面的管理思路,这些思路已应用于湖南电网。在湖南电网遭受冰灾期间,小水电调度管理为电网的事故处理发挥了重要作用。

Improving the dispatching and management of small-sized hydropower plants is vital to ensuring safe, efficient and economical operation of a power grid. From the viewpoint of handling power grid failure or serious damage, suggestions on management of dispatching patterns, principles, techniques and personnel are presented, which can be applied to the power grid of Hunan province. When the power grid of Hunan province was damaged by the extremely bad weather at the beginning of 2008, the dispatching and management of small-sized hydropower plants contributed a lot to the recovery of the power grid.
